The internal 15V voltage supply is experiencing an undervoltage condition. This affects the internal control electronics and can prevent proper device operation.

Power cycle the device and monitor the internal 15V supply voltage using a multimeter on accessible test points (e.g., X1/15V and X1/GND) during startup.
Disconnect all external devices (sensors, HMIs, etc.) powered by the device's 15V output (e.g., terminal X1/15V) and re-evaluate if the undervoltage persists.
Measure the input voltage to the internal 15V power supply section (refer to schematic for relevant test points like 24VDC rail if applicable) to ensure it is stable and within tolerance.
Inspect the control board for visible signs of damage, burnt components, or bulging capacitors around the 15V power supply section.
